You can, I have read the paintie rules (you can find link when you click on the news tab) and you can change the look of them and add features of normal races. Only if you have a normal race without a costume you can't add features from costumes and special races. Also the race has to be recognisable and it's recommended you leave the face untouched if you add lots of body changes or leave the body if you change the face. Something like that.
