Hi! Saw your post in the paintie contest thread and figured I'd post on your profile rather than in the thread. xD To make a paintie you need a program like FireAlpaca (free), Krita (free), Paint Tool SAI, Photoshop etc. then you download the greyscale base from Help - Furvilla Bases and colour it!
You can draw on edits to the base of pretty much anything you want, as long as there's no genitals and you don't use any of the parts from a rare base (like a costume) on a common base. There's tutorials on the forums in the thread "Paintie Resource Database" in Paintie Discussion. ^^
