Max is Emma's older cousin who happens to look very much like her. They grew up side-by-side, which might explain why they act very much like siblings.
One of the reasons Max is so close to Emma may be that she has never pitied him for being born with malformed arms, or for needing prosthetics. Emma never treated him any different from the other kids.
