Pssst, you sent me a question, and I figured I'd answer here:
You've got to click the "Villagers" button at the top (it's with the "Town Hall", "Inventory", "Forms", ext). Once there, the easiest way it to buy a second house for your villager (which I cannot remember how much FC it is, it should say there).
Then once you've gotten that second house, it will allow you to add in another villager!
