Xdd yeah MS Paint is the best at drawing circles. I liked the circle tool on Medibang Paint Pro though, it let you size the circle and draw it yourself instead of automatically producing one :D
Oh its hard to explain but its basically a tool that lets you draw a circle :3

It has a free version? They could be talking about the 30-day trial, but if not I ever knew that. As far as I know it costs 70 dollars :)
Its a pretty good program! I wanted Paint Tool SAI but never had the money for it xD
