As Fallout first began to take physical form and gain cognizance, she noticed a small rat trapped in the radioactive sludge that formed her body. The rat was long-dead, a shell of itself as its lifeforce was drained to energize her formulating body, but all the same she felt a strange sense of kinship with the poor creature. After emerging from her primordial, biohazardous soup, she scooped up the rat's frothing corpse and took it into her arms, taking it off with her into the world. For such a small life to bring her own into existence, it felt only right to repay it.

She boiled the flesh from its bones in radioactive fluid, the glowing green ooze seeping into its marrow and causing the skeleton to grow every day for many years. Hundreds of rats fell victim to her sacrifice, as their bodies were melted together and strung across the growing skeleton to form new ligaments and muscle tissue. Fur and flesh sprouted in clumps, intestines tightening and lungs inflating beneath a quivering ribcage. From beneath a coat of wild fur dripping with biohazardous waste, a glowing green heart began to beat with reborn life, Emoticon was born.

Emoticon is Fallout's favorite companion, and he is her main enforcer and bodyguard. Containing much of her own essence within himself, he is also a shapeshifter, though his powers are much more unstable than hers. He likes to submerge himself in the nightlife of human culture, and can often be found drinking, gambling, enjoying the scene at night clubs, and indulging in the food of every restaurant he can find.
