Monteux is a dragon with questionable morality, who grew up trapped in a sewer. The water bubbles that he keeps floating on or around his head are made up of pure water with potent medicinal properties. He's a snob, so don't expect him to share his water unless you happen to be one of the few that he likes. Otherwise, you better be prepared to give him something very valuable, or to do a sketchy favor for him in return.
