I think I've had a villager or two in the past with limited base and costume accepted without a hitch. I still think it has to do with if the species itself has costume art. If it doesn't, the limited color remains, and thus shows proof that you used a magical plush of said species color on them to match up to. I could be wrong about that though, but that has been my observation.
