Project Dark Fox is the faceless identity that carefully controls a sect of the Tiger Eye Peak village. A banner with a jade green falcon and sword hangs over one of the homes of this sect, where the Malthus family lives. While they use similar technologies as your villagers, they all have dreams of returning to the stars, and their ranking structure (though little more than a formality here) reflects this.
