Personality Extreamly strange with a complex and often contradictory personality. Villain like and known for his high intelligence and genius, but also for his immaturity while also being of indeterminate age it can be assumed he is extreamly old, boastfulness, and tendency to throw tantrums.
Description
Nothing really stops him as he walks to the beat of his own drum.
He is extreamly intelligent and sometimes does things without thinking ahead of time.
From his rash chaotic actions one might see him as a villain but really he's just in between.
Having experimented on himself and others he found a way via an ancient evil Hairmancer Overlord Tresseseus to enhance his own hair giving him a magic hair capable of making magical barriers.
Being that he's assimilated the Hairmancer's powers he does not have to do anything but take care of the hair itself.
The hair itself is everywhere but on his hands and nose and acts as fiberoptics for full 360 vison.
The hair can also be used like hands and independently moved giving him the ability to cast many spells at once with just a thought.
The hair also acts as armor.
After all the experimenting he's done it's hard to tell if he's even still human under all of it.
His mind reflects this as well and to some he might seem crazy but to those that listen they know he's right even if it sounds crazy.
He's been anywhere and everywhere and could possibly tell you the meaning of life or why bees can fly.
"Ya like jazz?"
"The bee, of course, flies anyway, because bees don't care what humans think is impossible."
He is in fact dressed though in various magic charms and runes those all being unseen he claims.
Runeis claims he's also not a Shih Tzu which seems strange and implies he's been called one before.
They seem to have a history with the Wizard's Guild and The Archetype (A Secert Dimensional Organization) and it's good and bad.
Mostly Runeis would allocate goods and services with badits,criminals and generally unsavory individuals for rare artifacts and materials for making creatures or enhancing his own abilities.
Runeis was responsible for the creation of the Chimerik a dangerous hybrid creature that can split,adapt and assimilate giving it the ability take over a whole planet's population along with various other entities.
He had an assistant named Elzona who worked under him for a long period of time.
In the time he had his assistant he experimented,enhance and altered them without thier knowledge to the point the assistance started to think whatever Runeis physically put in the assistance head was thier own thinking.

His new assistant is an enhanced Raven named Edward who runs experiments and magic test in his pocket dimension.
Having let Edward do whatever he wants and giving him access to number of things only the Wizard himself knows.
Recently Edward started work on creating a new body with help from a space and time rifter named Zalgitza.
