This is Doctor Quill.

Probably fits the definition of a mad scientist, minus the mad. Its more of a jerk than a mad person. It only ever talks in weird unicode unless insulting people.
It claims a business it calls "refurbishing" in which it supposedly gives Villagers a "new face." This often involves the use of a legendary artifact they call a "Paintie Ticket" and may include using a Shifty Potion alongside it.
A lot of the furry-faces it "refurbished" were done through shady means and involve signing nondisclosure agreement. Worse still, many of those it has done "remodeling work" on were Wanderers who probably didn't know what they were signing up for when they decide to settle in this part of Olde Foxbury.
Looks like Quill has some unhappy customers..

What is it we do? Our main modus operandi is to take in Wandering Villagers and refurbish them! We will then decide on whether or not they are able to be taken in to a new home.. at a cost. We require funding to continue our business.
If we have no refurbished Villagers available to "adopt," we will offer our services to potential customers, also at a price. The refurbishment will either be predetermined, or we can try to plan a design to your liking. Unfortunately, at this time, our business is not yet open to the public.
Disclaimer: We are under no obligation to disclose the details of our business operation to non-authorized individuals. That means you, the customer.
All trespassers will be aggressively spritzed with a spray bottle and/or swatted over the ears with a rolled-up newspaper until forced to leave the premesis.
